Culture certainly has a personality of market failure but should not be a vegetable that depends on government subsidies. There must be an industrialization of system so that culture can breathe by itself. Under such system an environment must be formulated for the highest quality and quantity of cultural products. The cultural policy should not change and shift the culture artificially, but it should rather let it move freely by itself. As a plan for this the author suggests a culture welfare policy, reform in cultural system, and the improvement in art support policy.
