There is a hot debate on welfare due to a higher public interest. Most of the articles and research essays focus on welfare expansion or comparative analysis to the western welfare nations. However, there has not been a discussion of the issue in a comprehensive perspective and even a problem of the united period. So this book approaches the welfare debate spectrum on a macro-structured level to seek the correct direction and plan for practice of the welfare policy. This book also tries to overcome the ‘class welfare’ that only stresses on the poor and the ‘small welfare’ that focuses only on income distribution. As a result, it provides a plan for a ‘big welfare’ that defines ‘national welfare’ which links growth-employment-education and an ‘ethnic welfare’ that concerns a united Korea. The author hopes that in the approaching era of advance unification, the idea will play an important and decisive role in seeking a new direction in the welfare policy of Korea.
