The Seoul Consensus is under a critical review of consensuses such as the new-liberalism-based Washington consensus or the Beijing Consensus that refers to a market economy development under an authoritarian regime. It also attempted to reflect on the new economic and technological change of environment known as the 21^st century hyper-globalization and hyper-informatization. Furthermore, the consensus has a critical mind for considering the intrinsic culture, tradition, policy and consciousness of each nation and how to create the ‘21^st century development model’ creatively. For both more and less developed nations, the Seoul Consensus will act as a major guide to the new ‘21^st century development strategy’.
