The following work criticizes the regional development that was processed by the participatory government based on the evidence of the balance theory and proposes a new paradigm of a regional development policy that takes evidence from the development theory. The regional development theory of the new paradigm starts from the idea of allowing regions to have the ability and capacity to develop them. This refers to contributing to a balanced regional development through distribution system that is similar to a federal system, achieving sustainable and independent regional development. After all, if Korea’s regional development paradigm changes its direction 180 degree to this one, 21^st century Korea advancement will be possible.
